Three leisure centres to close

Leisure centres in Calne, Wootton Bassett and Cricklade are to close following a meeting of the executive of North Wiltshire District Council last night.

The executive also agreed that North Wiltshire Leisure Limited should submit a proposed recovery and business plan for 07/08 by the end of December 2006 and that no further funding be approved over and above that already agreed for 2006/07.

The executive also approved an advance payment from the 2007/08 management fee budget to enable NWLL to continue to trade.

The financial position of North Wiltshire Leisure Limited and future leisure provision was considered at a special meeting of North Wiltshire District Council's Executive, on Thursday 23rd November.

The meeting took place following concerns regarding the financial and operational management of the six leisure centres, which are owned by the council. The leisure centres are managed by North Wiltshire Leisure Limited (NWLL).

In March this year, NWLL's interim management team - Wycombe Leisure Ltd, (appointed following the suspension of NWLL's senior management team in October 05) recommended a recovery plan for the organisation to NWLL's Board members.

The recommendations, which were endorsed by NWLL, were presented to the council's Leisure Provision Working Group as proposals for future service provision.

The council's Leisure Provision Working Group, chaired by Cllr Dianne Moore, the Lead Member for Healthy Lifestyles considered the recommendations and advised the Executive that consultants be appointed to undertake work to validate NWLL's recommendations.

The appointed consultants (Strategic Leisure Ltd) were appointed to assess the condition of the six leisure centre buildings; the strategic need for leisure facilities across North Wiltshire and the financial viability of all six centres.

This work was completed in October but was subject to detailed assessments on legal, financial and other issues, which had to be investigated prior to any recommendations, being made to the Council's Executive.

At the Executive meeting, Members considered the recommendations of the Leisure Provision Working Group and agreed to the following;

1. That in response to a request from North Wiltshire Leisure Ltd (NWLL) and having taken financial, legal and leisure consultants advice, the Council agrees to vary the Services which NWLL provide under the contract relating to the management and operation of six leisure centres within the district. That by agreeing to vary the contract that any requirement to provide services at Cricklade Leisure Centre, Lime Kiln Leisure Centre, Wootton Bassett and the White Horse Leisure Centre, Calne is removed and that these centres be mothballed in a condition satisfactory to the Council.

That North Wiltshire Leisure Limited be advised to submit a recovery and business plan for 07/08 by the end of December 2006, as per the terms set out in the contract.

3 That in light of the current financial that no further funding be approved to NWLL over and above that already agreed for 2006/07.

That the Executive considers approving advance payments from the 2007/08 management fee budget, subject to a Business Plan from North Wiltshire Leisure Limited for the remainder of the 2006/07 budget year, to enable them to continue to trade until end March 2007. That the agreed annual management fee for later years does not exceed the approved base budget provision. The Executive agrees to underwrite the cost of auditors carrying out a full financial audit of NWLL's accounts. That the Leisure Working Group continues its work and submits further reports by the end of March 07 to the Executive to cover the following:- Recovery Plan & Enhancement Plan for centres to remain open Disposal Plan and options for centres proposed for closure, including costs of closures Proposals for testing the market and procurement of future service provider.

Leisure centre history

North Wiltshire District Council (NWDC) used to run all six leisure centres.

In 2000 it created an independent trust, called North Wiltshire Leisure Ltd (NWLL) to run the centres.

.

This trust is responsible for the day-to-day running but NWDC owns the buildings.

.

The council pays NWLL a yearly management fee, expected to be more than £1million when it is renewed in January, 2006.

.

NWLL appointed a new chairman, Mike Buckley, in 2003.

.

Two years later the management team employed by NWLL to run the centres was disbanded.

.

It had accrued debts of £500,000 in two years and was being criticised for poor management.

.

Leisure centre staff turnover was high, morale was low and basic service standards, including cleanliness, were not being met.

.

NWDC was forced to bail it out and paid off the debt to stop the leisure centres falling into the hands of the administrators.

.

Since NWLL was gripped by a confidence crisis, the council appointed a new management team on its behalf.

.

Wycombe Leisure has been running the centres, under NWDC, ever since.

.

Wycombe Leisure carried out a review and told the council what was wrong with the six centres.

.

NWDC decided it had to validate the findings and appointed its own auditors, Strategic Leisure, in 2006. The fee remains a secret.

Strategic Leisure is conducting an extensive review, and is expected to present its findings next summer.

The council set up a multi-political-party council committee to monitor the review, called the Leisure Provision Working Group.

The six centres will stay open in the short term, thanks to the moral duty felt by NWDC, but the long-term future of leisure in North Wiltshire is very much in doubt.

As Chairman of Wootton Bassett Volleyball Club I am disappointed that the community facilities at The Lime Kiln Sports Centre are to be closed . Our club has been using the Lime Kiln Centre for 20 years ;during which time many players have been introduced to the game and developed by the club. Some have gone on to play for clubs in Division I of the National Volleyball League.
We have a successfull club that is currently expanding. This closure would deal a severe blow and as such the club objects to the closure

I fully endorse Irwin's remarks above. Both Wootton Bassett and Calne are very active in the County Volleyball League and we could lose 5 teams out of 18 if these outrageous closures go ahead. We are less than six years away from the Olymics and more exercise conscious than ever before, and yet NWDC Exec is closing our fitness centres! This is a complete disgrace. The Cricklade Leisure Centre was originally built by the people of Cricklade which was a remarkable achievement given the size of the population. Now despite constant massive increases in Council Tax we find the the District Council seemingly considers it acceptable to allow it to close. We all know that once it does close the likelyhood of it ever opening again is remote. We are constantly being told that we are a nation of fatties and the obvious solution to this, apparently is to close leisure facilities. The mind boggles at the thinking behind this decision!

I am really annoyed and upset that the white horse is due to shut down I have used this leisure centre for the majority of my life and am part of the synchronised swimming team I would like to encourage people to write letters to our mp as if they recieve 100 letters they have to provide funding for our leisure centre to remain in business!!

How can the government be pushing for more exercise for over-weight kids whilst closing down six leisure centres?! I go to the school next door to the Lime Kiln and we regularly use the sports hall and tennis courts there. Where are we supposed to go now? This will not only distrupt our timetables, but the enjoyment of the general public. I am thoroughl upset as I have been going to Lime Kiln for around 13 years.

As chairman of calne cricket club all of our members, parents & children are absolutely devastated that the centre will close , we use the centre for our indoor training & nets , as a resident of calne this is a major blow for our community. Calne is already a deprived area and this will have a major impact. Once the sports centre closes there will be no recreational facilitiies for any one in the town. As the government keeps reminding us many of our children & young adults are obese. This closure will add to the deprivation & will resrict access to those who cannot travel to other areas.

It is astounding that a decision with such a level of potential significance and impact on local residents lives can be taken by NWDC, a public body that is suppose to be serving the needs of the local population, without any public consultation at all as far as Cricklade residents are concerned. We are not going to simply roll over and accept this as a fait accompli!

This decision is astounding. The government are stating that kids need more exercise and need to be removed from their PC's and then this decison is made. How is this consistent with government policy?! The Wootton Bassett Otters swimming club, based at Lime Kiln is a large club and provides the chance for lots of children to learn to swim and to compete at their skill, as do the other swimming clubs affected by this change. Do we want to put these kids on the street? Some clear thinking must be done here and this decision overturned.

How are parents that work full time meant to encourage their children to partake in sporting events if they have to travel long distances to use the facilities. My young daughter is too young to travel for 20-30 minutes to a sports centre, take part in an activity for 30 minutes and then travel home again, all on a school night. With more and more parents having to work full time why should our children be penalised!!! I am disgusted and outraged.

I agree with Mrs Bailey, with small children of my own, we use Whitehorse Leisure Centre at least twice a week if not more. Calne is one of the fastest-expanding towns in the South West England region. Its population is projected to peak at around 16,000 by 2008. Some forward planning and thinking outside of the box is required. Calne is an ever expanding community in need of our own sports facilities. We should not always have to rely on Chippenham or Devizes. Please USE the centre now, write to your MP and make alot of noise. You also might like to read NWDC's top 25 pledges on their website in particular Pledge 22 on encouraging healthy lifestyles "by improving leisure opportunities" - well I believe they have already failed with that one!

I'm utterly disgusted, the management of The White Horse Leisure Centre has been appalling for several year's - the responsability lies with the NWDC and it is for them to put it right, by investing in facilities for the local community and appointing a capable management team - not react by closing the essential local facilities -I am utterly disgusted, it is typical of local government bad management, quite happy to hike up our council tax and reduce the services provided

I agree with Tim McKendrick. The only way to solve the problem is to appoint a new management company. Working in the leisure centre industry myself, it is clear to me that no one at NWLL knows how to run a leisure facility. Just by walking through the door and seeing the way they deal with a prospective member/customer, it is clear that they do not try to sell their facilities. Each centre needs a dedicated sales person/team to promote facilities to the local community. This is the only way they are going to save the centres.

I am staggered that NWDC are even considering closing these centres. My sons attend the John Bentley School and the White Horse Leisure Centre provides many of their sports and PE facilities including swimming, the gym, and basketball. My elder son is doing PE at A Level and this could have very serious implications for his course. To keep these places open would cost peanuts compared to the overall NWDC budget. Do these people never think through the consequences of their actions? No. All they think about is money rather than providing a popular public service.

Calne already has an anti-social behaviour problem. The closure of the White Horse Leisure Centre means yet another facility lost. There is simply nothing to do in Calne for the young people.

Noel - myself and my family did just that last year and never looked back. It is a real shame as Calne could be a great town. It is all well building more houses but there is very little infastructure.

I am a member of the Gym here, and I want to know if we will have our membership refunded (£350 a year).. My guess is that we wont, as we are able to use one of the other centres our membership allows for, even if these places are 20+ miles away...

Wootton Bassett Cricket Club have bookings costing over £1000 for the New Year. We have seen a major upsurge of interest from young people for cricket due to the publicity created by the Ashes series. Our coaches are keen to maintain and build on this,it is very important during the winter months that coaching is continued indoors. There is a great irony in that our seniors have had to travel to Swindon to find indoor practice facilities because the Wootton Bassett Sports Centre had no vacancies. How do you get in debt when demand exceeds supply? North Wilts Council passed the baton to a Trust to do the job of managing the centres. They took their eye off the ball. Those responsible should be ashamed of the dissapointment they have caused for our youngsters.

I agree with all the comments posted so far and with the letters in the gazette and herald. This was an absolutely appalling decision and yet again those villages/town furthest from Chippenham are suffering. Even though there has been a reprieve everyone must keep up the fight so they stay open.

I am apalled to hear that the NWDC has made a decision to close the White Horse Leisure Centre, Calne. Is this the way the council solves a problem of a badly run business,,,just to close it... Surely they cannot be so blind as to the needs of the community who need these facilities.Are parents now expected to ferry there children to chippenham, or find the extra money for bus fares.

There is little enough in the Calne for the kids as it it...Come on NWDC think long and hard about these closures..A good management team could make it into a very worthwhile business...

I can only say what if we all followed the councils lead and closed up things that werent profitable without trying to turn them round, maybe we could clode the NWDC or not elect the councillors who have sure a narrow view on life.

Another example of local democracy in action - NOT! It absolutely beggars believe that decisions of this magnitude can be taken behind closed doors with no local consultation at all. Who was meant to be representing the voice of the people of Wootton Bassett at the NWDC's fateful meetings?

It's a good few years since I left Calne but I visit the White Horse centre each year for the annual model railway show. It always amused me that the vinyl chairs and, baring a lick of paint, changing rooms looked just as they did when the centre was built back in the mid 70's (albeit there are fewer chairs now).

Picking up on an earlier remark about use of the centre by the John Bentley School I understood this to have been a condition of allowing the centre to be built on school lands? Before I read the remark I wondered if the school no longer used the centre after its recent refurbishment on the old Bentley Grammer site.

I'd also echo another remark in that since the centre was built new building must have all but doubled the population of Calne. What on earth are people there doing that the leisure centre isn't bursting at the seams?

Years ago when I heard management was being shopped out to North Wiltshire Leisure I couldn't help but feel here was an enterprise set up to fail. Leisure centres close, council not to blame, might as well build some houses on the site. Once the toe is in the door, the school doesn't really need all those sports fields does it? Cynical? Me? Never! :-)
