Semington man Thomas Doran has been fined after he twice failed to tell pensioners who paid him to do work on their driveways of their legal rights.

Doran had pleaded guilty to two offences under the Cancellation of Contracts made in a Consumers Home or Place of Work Regulations 2008.

Doran, of Greenacre Caravan Park in Semington, near Trowbridge, pleaded guilty when he appeared at North Wiltshire magistrates court in Chippenham on September 10.

In early June 2013, Doran arrived uninvited at the home of Anthony Kemmery, who lives in Winsley, and persuaded him to have his driveway treated and repaired, but did not provide him with notice of his right to cancel the contract. Mr Kemmery, who is 90 years old, partially sighted and has hearing difficulties, parted with £350 for the work, which turned out to be unsatisfactory.

Around June 19 Doran also called at the home of Colin Parfitt, a 74-year-old Melksham man, and offered to clean and treat his driveway for £375. Again Mr Doran failed to give notice of cancellation rights as required by law.

Mr Doran was fined £140 for each offence and ordered to pay a total of £650 compensation to the victims. In addition, £2669.18 costs were awarded to Wiltshire Council and Mr Doran was ordered to pay a victim surcharge of £20.
