Councillors in Wootton Bassett have agreed to take action after residents complained of anti-social behaviour in Tanners Close off Station Road.
The area next to the former public toilets is used as a meeting place by youths and has attracted complaints of underage drinking, litter and damage.
In a letter to the town council, resident Richard West said many of the youths cause no problem, and simply use the alleyways as short cuts to and from Station Road.
However, increasing numbers of youths are drinking, dropping food and litter and damaging walls and fences.
“Much of the drinking that takes place is underage drinking and intoxicated individuals become very loud and, in some instances, aggressive, abusive and destructive,” said Mr West.
He said a nearby electric mini-sub station had been vandalised and posed a serious threat to any young person foolish enough to climb into it.
Sergeant Martin Alvis said police officers regularly patrol the area and, as a result, a few young people had been cautioned and fined for possession of cannabis.
Councillors agreed to write to Wiltshire Council, Westlea Housing Association and the electricity company which owns the substation.
