A 21-year-old Trowbridge man was arrested on suspicion of criminal damage but later released on bail following a fire in a wheelie bin at County Hall.
A spokesman for Wiltshire Council said a fire started in a large wheelie bin, causing smoke damage to the side of the building where the mobile libraries are kept.
However, he said there was little damage caused to the structure of the building and no mobile libraries were damaged.
Wiltshire Fire and Rescue Service attended the fire at 7.30am on Monday, after the alarm was activated.
Police confirmed they had made an arrest in connection with the fire and were continuing with their inquiries.
