A successful first four years with clear vision, strong leadership and a community-focused culture were just some of the findings from a Local Government Association review of Wiltshire Council.

Following local elections in May 2013 and the development of the new Business Plan for 2013-17, Wiltshire Council invited the Local Government Association to undertake a Corporate Peer Challenge in September 2013.

It involved a team of six local authority peers visiting the council for a week, meeting a wide range of partners and staff at all levels and observing a number of council and partnership meetings.

The review was very positive with the peer challenge team concluding that the council is in a good position since becoming a unitary authority in April 2009.

A strong vision to ensure the transition from five councils to one was easy and seamless for customers was delivered and the new unitary council presented an opportunity to re-think how the council works with its communities and partners.

This was said to have resulted in active and vibrant engagement in local decisions and service delivery and ground-breaking partnership working.

The council’s transformation programme to reduce from 95 inherited buildings to three main hubs including County Hall was viewed as forward thinking and impressive; demonstrating how public buildings can be transformed to create a modern, fit-for-purpose community space that delivers significant annual savings.

Corporate peer challenges are arranged by the Local Government Association and are designed to highlight strengths and identify areas for further improvement and learning.

The council’s key strengths were identified as:

• A strong respect and high regard for the council leader. Her clarity and strength of vision, commitment and hard work was recognised. A strong sense of loyalty among officers and partners and the leader is an effective ambassador for the council and Wiltshire.

• A robust management team and a trusted relationship between officers and elected members with a clear appreciation that the council has good leadership in its management team and is strongly member led.

• The council has a good reputation in the community. Its vision ‘to create stronger and more resilient communities’ has resonance locally. Parish and town councils, volunteers and voluntary sector organisations speak positively about the purposeful intent of the council to delegate responsibilities and enable local people and groups to do more for themselves.

• A highly engaged workforce with a real sense of pride in the organisation. Staff consistent that they are proud to work for the council:

Following the review an action plan to address the areas which the peers highlighted for development has been drawn up, and includes:

• Addressing the budget gap for 2015/16 and beyond;

• Clarifying the outcomes that area boards will achieve and their relationship with the centre; 

• Work with the Clinical Commissioning Group (CCG) to ensure there is a shared vision and plans; 

• Working with Local Enterprise Partnership partners to develop a stronger vision and delivery mechanism for the future;

• Continuously reviewing the corporate capacity to deliver major transformation programmes.

Coun Jane Scott, leader of Wiltshire Council, said: “The peer review provided a great opportunity to reflect on our achievements in the first four years, and to look ahead at the challenges we face in the future, and how we plan to manage these.

"The feedback has helped us to focus on where we can improve and develop and build on what we do well.

"It has been a valuable experience and it’s always good to hold up the mirror and find out how others see what you do.

"It was extremely positive to have external assurance and affirmation that our staff are aware and focused on the council’s vision and that they visibly demonstrate a can-do attitude and commitment to making Wiltshire a better place.”

A report on the Corporate Peer Challenge will be presented at the council's cabinet meeting tomorrow.

I can only assume that staff were asked these questions with their line manager present. Most people I know who work for the Council are fed up to the back teeth with being overworked, underpaid, constantly fed lies and misinformation about future changes, and with the looming threat of more redundancies held over them, while the services they were once proud to provide go down the pan. This report is a joke.

I don't know many staff who are proud to work for Wiltshire Council. I imagine they are too fearful of reprisals and redundancy to say what they really think. I can only assume the Council has some highly paid spin doctors on the case who made sure they got the right result.

This would have saved £20,000,000 on the refurbishment of County Hall, eliminated entirely the cost of establishing new 'hubs' and generated further income from the sale of county hall.

A quite interesting fact 2: WC cabinet likes to use consultants. Sometimes they agree with their recommendations, for example they imposed new parking charges. Result, compromised viability of town centres and shops going out of business Sometimes they disagree with their recommendations. For example consultants recommended using the Tourism Information Centres to deliver the Councils tourism strategy. The cabinet instead thought a new web site would be a better idea. The result, over £1,000,000 taken out of the local economy every year whilst the council pays £500,000 every year to a partnership which only supports those businesses who wish to subscribe to it.

The consultants and contractors involved all make profits and pay dividends to their shareholders. This work could be carried out directly by WC thereby enabling greater investment in highway maintenance.

Why on earth should Jane Scott and her Conservative Cabinet be allowed to spend Tax payers money on "consultants" when we are paying them well over the odds for their ability to NOT be able to work it all out for themselves?

There are MANY suitably Qualified Individuals who Ms Scott and Co COULD Employ on a full time basis with perfectly adequate experience..

Ms Scott & Co have NO ability to listen even WHEN they have forked out for "consultancy advice" and... they should NOW be made FULLY Financially accountable for ALL the Decisions that they have made that have cost our County dearly..(eg: Andrew Kerr ...)

It is NO longer acceptable that Ms Scott goes on putting the blame on "government cuts"....she should be made to Formally Disclose every single Penny that SHE Authorised to be spent on the "refurbishment" of County Hall and all she wasted in her 'temporary arrangements along the way (George Ward School etc...).....

With respect Jane, please NOW "sign on the dotted line" Jane and write your Notice of Termination of Contract ?..

It is truly hard to understand why Wilts Council are "considering privitising the whole refuse collection" when they ALREADY have most of it out to Contract ANYWAY !!??.....
The Bin Men where I live do a FAB job and they have NO idea what Wilts Council are on about regarding the Article Published indicating Wilts Council were going to "cuts refuse services/bin mens jobs' !!....

If we STILL have roads that need mending and hedges and verges that need cutting etc, then SURELY the existing Contract/s is NOT being adequately maintained despite it costing Wilts Tax payers "MILLIONS" ??.....

ANY Contract that is NOT providing either Services OR "value for contract money paid" should NOT result in Ms Scott cutting Staff because she and her Conservative Cabinet "got it wrong".......

WHY Wilts Council have and are being ALLOWED to go on "getting it wrong" is the WHOLE idea of asking her for a FORMAL explanation.....

There is NO longer ANY room for "biased budgets" in Wiltshire and...our County SHOULD be run and administered on Democratic Principles that include the Law, Entitlement, of Services and, Transparency at ALL times......

Wiltshire Council IS for the People, to Provide for the People and NOT for the Financial advancement of the Conservative Party......

A bit hard going to look at but it DOES show & reflect what is "going out" from the W/C "piggy bank".......

Perhaps try choosing a Contractor/Supplier whose name you know..

eg: Hiils, Balfour Beaty, Argos, Hotels for accommodation, Office Suppliers like Canon, Waitrose, Tescos, Agency Staff Suppliers (loads of those there are...) etc etc etc...

These ARE all where your Taxes paid have "ended up".....

The question is simple....is there ANY reason for us to allow the EXISTING Wiltshire Conservative Cabinet to go on spending and wasting precious money and time on running our County like their own "business empire" ??....

We ARE all grateful for the REAL hard work done by those at W/C who REALLY CARE about us all....
