Official complaint filed against Malmesbury town and Wiltshire councillor

Town and Wiltshire councillor Simon Killane could find himself under scrutiny following the launch of an official complaint against him by a fellow town councillor.

Coun Julie Exton said she decided to submit an official complaint to the Monitoring Officer at Wiltshire Council after what she says was an abusive phone call from Coun Killane on Good Friday.

She says Coun Killane demanded she support him publically on social networking site Facebook or he would not support any grant applications for Malmesbury Vics Football Club, where Coun Exton is treasurer.

This comes as an online petition calling for Coun Killane's resignation reaches nearly 150, while a hard copy version handed out in local pubs and door-to-door has reached the same figure, according to Coun Exton’s son Chris who set up the petition after the alleged phone call.

Coun Killane, who chairs Wiltshire Council’s scrutiny committee and is vice chair of Malmesbury Area Board, described the petition set up calling for his resignation as a ‘hate campaign’ against him.

In an email he wrote: “Since I have been supporting Guy Franklin for the council position (for last week’s by-election), I have had to put up with constant abuse from a certain faction in the town.”

But former town councillor Brian Slade, who now lives in Royal Wootton Bassett, said: “The Malmesbury petition is absolutely nothing to do with his support for Guy Franklin in the recent town election but all to do with his rude, arrogant, self-righteous manner he shows to anyone who dares to hold a differing view than his on any matter.”

Prominent community member Alison Cross-Jones, who said she was speaking as an individual rather than in her role with community support charity HEALS, said today: “Whether Chris’s motivation for starting the petition was ‘hate’ the majority of people who signed it have nothing to do with the Exton family or the football club.

“The majority of people have given a sensible argument and say this is about a councillor who isn’t prepared to listen to other people’s point of view.”

And petitioner Rebecca Deacon said today: "I find his behaviour totally unacceptable for a man in his position.

"On the occasions that I have had dealings with Mr Killane he has become verbally aggressive and resorted to name calling when I have disagreed with him.

"I'm sure that I'm not alone in saying that this isn't the kind of behaviour that should be displayed by a counsellor.

Coun Exton said: “I think it’s very true what people are saying in the petition.

“It’s taking people a lot of courage to come forward and say how they feel.”

Coun Killane was not available for comment but a Wiltshire Council spokesman said today: "We can confirm that a complaint has been received and will be dealt with in accordance with the council’s arrangements."

He has been inappropriately partial in his attitudes towards recent planning applications in his chairing of the Malmesbury Neighbourhood Steering Group, and his recent behaviour towards the Vics Football Club has been disgraceful. He is aggressive towards anyone who disagrees with him, and this has been publicly visible in his endless arguments on various Facebook discussions. His role as Chair of the Wiltshire Council Scrutiny Committee seriously undermines the credibility of that committee and its workings, and I believe his role is now untenable.

It would appear that Mr Killane has a history of using his position to coerce and intimidate local residents within the Malmesbury community going back to shortly after his first election in 2009. I've seen correspondence of local councillors referring to actual physical assaults by him as well as local business people being threatened in their high street premises. At least three (possibly four councillors) have left Malmesbury council due to his behaviour.
Furthermore there are real questions over his meeting with developers in the Horseguards public house and not correctly declaring it, despite Wiltshire council policy and rumours of a hushed up private meeting regarding his coordinating with Mrs Power distributing confidential council communications.Sever
al of the petitioners have been significantly distressed by harassing and violent threatening phone calls to their homes conducted by Mr Killane. If he was not a Wiltshire councillor then any normal member of the public may well have been detained by Wiltshire police for similar behaviour. It is a great shame that Wiltshire council do not have better standards for the behaviour of their councillors given that we understand that Mr Killane epitomises the standard other councillors expire to given he sits on their standards committee!

Mr.Killane has never even met me yet when I questioned him over a matter via MMB he insinuated that I was a "certain" type of person and suggested I would be better suited on a differant site set up for locals, I found him incredibly rude and insulting and not what I would class as councillor material.

I signed the petition simply because I was so angry after meeting with this councillor in the Make Malmesbury Better facebook forum - after trying to get a point across in the community which I care very much about I was spoken to in a manner I have never come across before simply because he did not share my view. I have been offended by some of the posts of which he called people of Malmesbury 'scum' I personally take offence to this. This matter has nothing to do with his support of Guy Franklin but purely his behaviour towards the very public he has been elected to serve.

I signed the petition too, last weekend, with the reasons detailed there and which have nothing to do with Simon's support for Guy Franklin. Simon told me he planned to go to Wilts CC this week to start legal action against everyone who's signed the petition.

I suggested that would be a bad idea (except in extreme circumstances) and suggested this would widen the gap between Simon and the community. According to Simon there is no gap. I signed the petition after this.

There is a Maya Angelou quote that I feel fits perfectly here:

"People will forget what you said, people will forget what you did, but they will never forget how you made them feel".

I think Simon Killane is having that replayed to him now. Simon, I believe "you are the author of your own misfortune".

Malmesbury needs to rebuild confidence in how it is run and I believe this will best be achieved with Simon stepping down.

There seems to be some confusion with some people about my complaint against a councillor, it was a personal complaint NOT from the Football Club. The petition is not a hate campaign or anything like it, my son did set it up because of the way another councillor had treated me, and in to a response from the said person that the town loved him. My son just wanted to say not everyone does. But he never expected the response , it seems a lot of people have had issues for a long time and came forward to say what their experience was. Yes I do think it takes courage because it is not easy at all to stand up and be counted. I should know with how things are for me right now. I am being told a certain person has allegedly been receiving hate mail. This is nothing connected to the football club I can assure you. And i wouldn't wish that on anyone, The petition or complaint have nothing to do with the elections either . Nor is it political in any way. It is a real pity that this has all happened, and I hope it can be resolved soon, for the towns sake.

Killane has proved through his party-hopping antics over the last 5 years that he is without principle. Coupled with astounding arrogance and abuse towards the people of Malmesbury, he has proved himself to be a liability to the town.
The fact that this individual chairs a scrutiny committee, whilst displaying the aforementioned traits, reflects very poorly on Wiltshire council.
If he does not step down, he needs to be removed from office.

I would like to say I was a supporter of simon even after some of his less savory comments as he has been in the center of a lot of the changes in Malmesbury which some ppl dont like but since this phone call and his quick turn around onnhis support for the football club ive lost all respect for him and this 'hate "campaign' against him which is rubbish its local ppl voicing there veiws some have been very distasteful and been very bad but this has been goi g on since before waitrose was being built I strongly think he should step down or at least step back out of things and try to earn back some respect from the local community

We'd like to know about the 'surprise' leaflet sent out that MSNG claimed was Gleesons. The only people who gained form its distribution was the MNSG and the marketing company also works for Wiltshire council. A similar sum to that charged by the marketing company is shown as marketing on the MSNG accounts but not identified. Isn't it about time Simon Killane came clean regarding what he gowns regarding distributing the false leaflet which raised the profile of his neighbourhood plan and the need for people to turn out to show engagement. If I was Gleeson's, given the libellous comments this man made, I'd be putting a freedom of information request in for the records as it has significantly damaged their reputation.

I have to say that steve.in.sydney seems to be in the 'minority' of Malmesbury re a positive comment because the only people (many) I have spoken to speaks very unfavourable of this councillor.....it appears that the instance of this said telephone call is not the first time this behaviour has happened - people who have been elected to serve on the council have also expressed their concerns and seem to be of the opinion that they are unable to have an say of their own unless it is the same opinion as this councillor. Is it not time this behaviour was addressed as the 'people' are now talking.

This is an example of press manipulation in my humble opinion. My previous comment and several others have been removed.
All they said was that there have been many complaints attempted previously but this man has never had to answer his critics.
Wiltshire council have no standard covering bullying behaviour and so its proved next to impossible to get anything done about it. Now finally so many people have suffered they have stood up and been counted - its wrong for the paper to remove comments as this is why he has avoided being answerable so far - please can these comments be left?

The local teflon don is being protected - we can guess by who but the question should be why?
It normally centres around money or power - after he threw his toys out the pram he hasn't got the Liberal Democrats behind him so its unlikely to be power - wheres the money flowing?

I do not think comments should be removed as none of these comments on here as far as I could see were bad, just the truth but unfortunately the truth always tends to hurt people which I guess in this case may have done just that.....The majority of people in Malmesbury have had enough in my opinion and why does this man continually get away with his behaviour ....if we behaved in school the way he does then we would have been permanently excluded which I am afraid so should this councillor - your time has run out it seems as I cannot see that there is a way forward from these very muddy waters.
