CONSERVATIVE candidate Ian Pennington came out victor in a by-election which saw the ruling Devizes Guardians relegated to joint last.
Five people contested the Devizes east ward seat on Thursday but despite the hot topic of changes to parking in the Market Place generating a lot of interest the turn out was just 28.5 per cent. A total of 861 votes were cast including one spoilt paper.
Mr Pennington, who had backed the town council's plan to turn the Market Place into a community space, polled 212 votes followed by Lib Dem Karyn Perlejewski-Shah got 195 votes, independent Iain Wallis came third with 169 while Labour's Ivor Blackmore and Guardian Victoria Stanley got 142.
