A pair of men, including one armed with a hammer, were said to have brawled in the midday sun.
Police said officers were called to reports of two men fighting on Gable Close, Abbey Meads, at around 12pm on Monday.
Eyewitnesses suggested one man, brandishing a hammer, had chased others down the street..
A spokeswoman for Wiltshire Police said: “Officers attended the scene and a man in his 30s was arrested on suspicion of affray and possession of a weapon in a public place, and a man in his 40s was arrested on suspicion of affray and assault on an emergency worker.
“Both were taken to Gablecross custody and have since been released under investigation while enquiries continue.”
No one was injured.
A constable was kicked by one of the men being arrested, a police spokeswoman said.
