WILTSHIRE Council has refused permission for new homes close to Warminster town centre.
The applicant, Mr A Jones, of Custom Built, Lower Marsh, wanted to build five one and two-bedroomed flats on land at The Close, Warminster, used as a private car park.
His plans included the partial demolition of a listed wall within the town's conservation area at the front of the proposed block of flats.
A further section of the wall would have been demolished to make way for a new vehicle access.
Warminster councillors also unanimously recommended refusal of the scheme after a conservation officer voiced concerns.
Wiltshire Council said the plans represented over-development, would be too cramped and would affect the privacy of nearby homes.
The land was in an area at risk of groundwater flooding.
