Leader of the Council, Councillor David Renard, has said the mayor must make his own decision about stepping down.
He said: "The office of Mayor is appointed by the elected members who make up the whole council, and not individually by the Leader of the Council. It’s not something I have any authority over.
"What the Mayor decides to do now is entirely a matter for him. There has been an independent report into the complaints that were made, a panel which included independent people has examined that report, and the panel has made its recommendations, which I believe the Mayor intends to comply with.
"The correct process has been followed and it has reached a conclusion."

THE driver of a blue Fiat Punto ploughed into a set of cross lights yesterday after a man ran out into its path.
At around 9pm, Wiltshire Police were called by a member of the public after the Fiat crashed into the pelican crossing outside Thamesdown Vets on Akers Way.
The car had swerved to avoid the man and hit a lamp post.
The car ended up partially blocking a footpath, and there were no injuries involved.
The car remained in situ unti 1pm today when the owner of the car awaited its recovery and disposal.

Wayne Hutchinson will not be able to defend his Coral Scottish Grand National title tomorrow due to injury.
The Swindon jockey fell three from home in the Mares Maiden Hurdle on board Lady Garvagh at Towcester yesterday.
WAYNE HUTCHINSON IS OUT OF THE SCOTTISH GRAND NATIONAL
And while he went on to finish second with Genstone Trail in the Mares Novice Handicap Chase, the fall from the earlier race has forced him to withdraw from defending the crown he won last year at Ayr.

Police have this morning confirmed the 28-year-old man from Swindon arrested on suspicion of criminal damage over racist graffiti is being quizzed over 18 offences. Police are not looking for any further suspects in relation to this series at this time.
